I think so.
Wasn't there a KV4 station that used to include something to the effect of
"no iron curtain slaves" in his CQ's? I only ever heard him during
non-contest periods.
I've also heard the 'traditional' "CQ - No lids, no kids, no space cadets"
from USA stations, mostly on 20 and 75.
