If you are confirming a QSO after the contest (and by
non-amateur means) with the intent of using that information
to alter your log, then I think you are breaking the rules
since the information is being passed outside the contest
period. If I have a shakey contact with VY1JA on 40 meters,
and then call him after the contest on the phone to confirm it.
Did the contact occur on 40 meters during the contest, or
did it occur on the telephone after the contest?

Of course you can call Jay and ask him if your in the log
as long as you don't use that information to alter your log
to gain a score advantage. IOW, you can do it for peace
of mind, but if you find out your not in his log, you have to
leave the busted QSO in your log, and take the penalty,
otherwise you are "operating" outside the contest period.
If you run into Jay later during the contest, and confirm the
QSO, that is fine. My $.02.
