It appears there may actually be a contest, no wonder web searches
showed nothing if its only in Russian.  Their auto translate takes a
VERY long time and when I try using search for "cq-mir" it replies: "
hacker? he-he...".  Is there someone who can find the official rules for
2004 and have them translated?
