Rick you need confidence in your station. If you work everybody you call then 
find a frequency and get your own 'run' going. I have a very low dipole, 40', a 
33 foot vertical, and 100 watts. I've had many good runs in almost every CW 
contest.  Also, right or wrong, 'RUN' stations get spotted on packet S & P 
stations don't. Give it a try I think you will be pleasantly surprised.

  Thanks for the history on the contest, and it does make more sense.  But it 
  can be a difficult contest for little pistol stations who have to S&P for 
  every contact.  Not being able to work the same station on multiple bands 
  makes for a LOT of dial tuning without finding anybody new calling CQ.  But 
  as you mentioned, that is part of what makes it Sweepstakes.

  Some SS history for the newer ops:  SS was originally conceived as a
  message-handling exercise.  That's why the unusually long exchange,
  roughly in the form of a message header.  The idea behind only one
  contact per station instead of one per station per band is that once
  the "message" is received, it isn't necessary to receive it again on
  another band.

  Once the background is known, the rule makes more sense.  Changing the
  rule would change the essential "flavor" of SS, IMO.  Let it remain
  unique.
