I thought part 97 explicitely allowed anybody to do anything in an
emergency. Oddly enough, however, part 97 applies only to an
amateur radio station:
97.403/97.405
(a) No provision of these rules prevents the use by an amateur station
in distress of any means at its disposal to attract attention, make
known its condition and location, and obtain assistance.
97.3
Amateur station. A station in an amateur radio service
consisting of the apparatus necessary for carrying on
radiocommunications.
Amateur radio services. The amateur service, the amateur-
satellite service and the radio amateur civil emergency service.
This explicitely allows an "amateur station" in distress to
transmit anywhere and use any power level. I wonder whether
the interpretation of "amateur station" in the law requires a
station license? :-) I suspect not.
