My current understanding is that the FCC enforcement area may not have 
interpreted the rules involving 3rd party operation correctly.    I've asked 
for a clarification and will post whatever I find out.    

If you read the original FCC enforcement action posted on the ARRL web site, 
you'll see that this was probably not a mult-op activity, or even a single op 
with a control operator present.    The core issue seems to be that the 
individual being cited had been warned previously about operating in band 
segments he was not authorized to operate.

I believe the message forwarded by K1TTT about 3rd party issues and multi-ops 
that (included a message to KI6X from ARRL) is still accurate.
