Rates or not, unless there is confirmation of an exchange ie exchange of
call signs how do you know the other station was talking with you?  Timing
of the exchange helps, but it is not 100%.  To borrow a line from FISTS -
Accuracy Transcends Speed

If he never sends your callsign, he is just broadcasting.

Seriously, under crowded conditions it has helped me avoid NILs.
