[CQ-Contest] realtime score posting via xmlrpc

http://scoreboard.oqp.us now supports posting via xml-rpc of scores as well
as posting via the web or via web automation programs like curl
(http://curl.haxx.se/).  Documentation is being added to the site so please
check back often.

XML-RPC is designed to be as simple as possible and there are a huge number
of implementations listed at http://www.xmlrpc.org so no one will be left
out in the cold.  Well, unless your still using dos :(.
