Those signals are usually not very strong, and 14100 often sounds empty.  So
the answer is "nature abhors a vacuum."

The same logic causes 160m to fill up completely during a 160m contest, all
of the bottom 100kHz of 40m to become blocked with SSB signals in a major
SSB contest, and so on.
