IMO, Yuri is essentially right. HQ's are a wasting too much  of spectrum and 
indeed HQ class is a flag-waving competition. I think the whole problem could 
be solved by reducing them to M/2. 

If the HQ's are limited in operating time to 48h they simply won't have the 
time to work hundreds of their cheerleaders. (10k DLs with a rate of 200/h is 
50h operating time!)

Although it is nice to finally see some EU handicap in any contest (IARU and 
IOTA so far) the playing field of DX's could be leveled by counting them as 
mult only once or once per mode.
