Is it fair to penalize the 25 guys whose QSOs vanished? (and in some
contests, to penalize them an additional 3 QSOs?) Possibly even a
multiplier or two? It could be the difference between a plaque and 2nd
place, between top-10 status and also-ran.

Might this even become apparent to logcheckers, (or their software) at
least if enough QSOs were lost? One might think that if 25 different
people claimed NIL QSOs with W9WI between 0930-1000z that it might be
apparent W9WI was actually on the air at that time.
