In such a case we (EUHFC & SCC RTTY) approve such a contacts (missing in
someone's log) as valid, as long as there exists notification in
corrsspodent's log.

I've included such comments when I've done things like sent the wrong
info and said that it should be me that is penalized, not the other op.
