NO, they don't have to be self consistent either! Nascar has some races
with restrictor plates and some without. Tennis tournaments under the same
organization can be clay, grass, or hard surface. Golf rules depend on
course conditions, even the weather can change the rules when it comes to
water hazards and out of bounds within the same tournament! How would you
like contest rules to change depending on the K index, lets see, only 2
points for VE's unless the K>5 then they are 3 points... for a long time the
cq ww rtty has run with different rules than the cqww cw/ssb weekends and
different ways of checking logs, cq sponsors wpx which has totally different
rules than cqww, arrl 10m and 160m have different lists of multipliers,
would I want them the same??? NEVER! Each contest is it's own character,
and that's what keeps it interesting... if every weekend was the same thing
it wouldn't be any fun.
