NO, why should they have to be consistent year to year?

Because changing an interpretation or application of a rule without
communicating it to the field of participants ahead of time is self-defeating.
Likewise, if participants can't trust a sponsor to communicate clearly, openly
and consistantly you end up with endlessly recurring threads on e-mail lists
that resolve nothing. :)
