I think it is quite reasonable that for any remote station to count for the
club competition that the remote location would have to qualify as if it were
manned. So a W6 cannot get NCCC credit for remotely operating K3LR, but
could get NCCC credit for operating P40R(emote) in the ARRL DX Contest.
DXCC rules never imagined remote operation. The reasonable accommodation is
that evidence be presented that amateur operation, by remote control, is
permitted in that country. P4 would likely be OK, P5 likely not.
A possible future issue is that should travel become much more expensive -
perhaps resulting from CO2 regulations, perhaps by oil supply crises - remote
operation of DXpedition stations may be the only practical way to activate
those out of the way countries. I'll be happy to get the J7 multiplier by
squirting RF to and from J7, even if the brain behind that J7 signal is
sitting in
K7.
The only potential abuse of remote stations that I can see would be if
groups establish remote stations that were used only to work the home station
or
home club members. Rather like the captive rover issue of the VHF contesting
world. But that can be dealt with if and when the time arrives.

landing documents to show that the operator was "in country."
when applied to contesting .... I don't want a Florida station
remotely operating a station in a "quiet" location in Maine
for ARRL 160 and submitting that score for the Florida Contest
Group (control point was within the FCG "circle") or a New
England station remotely operating as KP4 station in ARRL DX
and submitting a score for YCCC (again, control point is in
the YCCC "circle") or a California station remotely operating
K3LR in Sweepstakes (if Tim doesn't have a multi effort) and
submitting that score for NCCC.
