NAQP is the descendent of the CD parties.  Both were based on 
the ARRL Field Organization (Section model) although NAQP was 
simplified to "states" when the non-ARRL participants (NA 
counties) were added.  There is no more imperative to create 
yet another multiplier for the benefit of the few stations living 
in the District of Columbia - that DC is a part of the Maryland 
multiplier for many contests is a fact of life known to those who 
participate from the district.  

If the idea is to have more multipliers, to BACK to sections - 
that makes as much sense.
