It makes no difference what the CK numbers represent, they are just numbers.
It makes a big difference if the rules specifically state that you are to
use the last two digits of the year you were first licensed.
If you decide which rules that you want to follow, then I suppose that you
can decide to not follow any of the rules. Since no one is going to check,
it is up to you. Honesty or dishonesty. I believe that you attest that you
have followed the rules when you send in your log.
Discussing this issue is irrelevant. Follow the rules or not. Since the log
checkers don't check for that, it only makes a difference to you.

In the SS exchange it is designed to represent the # of words in a radio
gram message header - it is not intended to pass along the precise year a
person was first licensed for some other purpose. The league picking the
last two of your year of licensing is just a convenient number to fill that
spot. Aside from that, what is the issue? Are we looking to DQ someone
because of this? Who? Why?
Does anyone really think there is an advantage to any series of two numbers?
It just doesn't matter. With QRM and QSB you can never be assured of
error-free copy no matter what numbers get sent. 55 is cool and fast, but I
wasn't even born then.
That said, I always send my real check which is 73.
I think it is the worst 2-digit check possible, because most people are so
used to hearing 73, they think that maybe they made a mistake copying it. I
have been asked for repeats of my check more than for any other SS exchange
data item in 35 years of SS CW contests.

Any rule or law that is not enforced is efectively
reduced to the status of a recommendation or a plea
- as in "you really should pay your taxes" or "please
don't drive over 60 mph".
When contest sponsors don't ever apply a penalty for
infringements, it's because they feel the rule is not
worth bothering about. They may insist it's still a
"rule" and that they have the right to enforce it at
any time - but they're not fooling anyone. In this
respect, past performance is a very good guide to
future performance.
Rules should be enforced, or updated and enforced, or
dropped.
