It was the ARRL Contest Manager, I presume speaking in that capacity
(that's how he signed his email).
I hope the Board of Directors has better things to do than micromanage
contest rules, and I know for a fact (having served) that the CAC has no
authority to make or interpret contest rules, only to "advise" (hence the
name). FWIW, below is the exchange of emails in question, coincidentally
exactly a year old today.

Hi Hans,
Many amateurs like to let others know when they were first
licensed. The exchange during the SS gives them an opportunity
to do so. There are, however, many folks out there that don't
remember what that date was or choose not to divulge it for
personal reasons. That's OK. For log checking purposes
it is important to use the same check number during the
entire contest.
