Have any of the major contest sponsors considered an expanded "single band" category in the contests? The JIDX contest or something like that has expanded categories which allow you to have a high band category (10, 15 and 20 meters) and a low band category (40, 80, and 160 meters). The Russia DX Contest allows for two single band entries from one station. It might help generate some activity.
