Clearly, at some point in the path is a non-Amateur means of communication
being used for the solicitation of QSOs. So that's grounds for a DQ right
there. And if CQ doesn't specify non-Amateur like the ARRL does, he's
clearly NOT using 160 meters to solicit Qs, which is a violation of the
rules that says which frequencies and which modes you are permitted to work
the contest.
If this jerk isn't DQ'd, something is terribly, terribly wrong.
