        I think your interpretation is lacking a bit. I would place CQ under  
the "associated parties". Its a log for their party, the Op sent it  
to them, if that isn't association then they might as well strike  
that part of the rule. Otherwise a person could circumvent the ruling  
by giving his/her log to the webmaster of his site, or the neighbors  
kid at his site. If CQ is not an associated party, then neither are  
the others who could upload a log. Your interpretation would allow  
almost everyone to upload the log and circumvent the rule.
