Absolutely! It is very clear in the rules what the
exchange is.
If someone doesn´t follow the rules something should
be done.
Now one could argue that RS(T) isn´t important or whatever
but then rules should be changed first.
I worked 4O3A this afternoon and then he at least gave
signal report now and then.
It is very sad to see that more and more people don´t
follow the most basic and obvious rules.
