If, however, I am the ony op that doesn't log him as zone 18, the log
checking software would penalize ME for getting it right. Thus, I seek
clarification.

I am not certain how others do this, but if I happen across a DX station
whom appears to be a needed multiplier (based on his call sign), is
obviously not in the contest, doesn't have a clue and is giving out the
wrong zone, I politely ask the operator where he is physically located,
inform him of the proper exchange, including zone (which they always
repeat back to me), log it correctly and move on.

I believe this satisfies the requirements of a valid contest exchange.
