I recall this same issue from the RTTY Roundup. If I understand the rules
correctly for these ARRL contests,
this effectively rules out operating SO2R while using packet. I am hoping that
this will be something that league
will ask the CAC to evaluate because it has never made sense to me.
I agree that a Single Op Assisted category is needed here.

Off hand, I believe the ARRL contests where packet gets classed into
Multi-Single are single band contests where a 10 minute rule does not
exist.
There really is a big no-man's land in IARU for packet users.
