SweepStakes has always used Sections for mults.

Other ARRL tests (ARRL-DX and NAQP come to mind) use states, 
provinces/territories.

RAC contests have never used sections that I can recall.

Your cause for concern eludes me, as I find particular reason to abandon those 
conventions.
