I agree - they need to get tough on those who cheat - identify them and band
them for life. Or SHUT UP! The contest
sponsors bear the responsibility of the ban but the participants can help
identify and report cheaters.

If someone gets caught they are disqualified and participate again the

People with criminal minds will continue their activities if they can
stand the penalties of getting caught. It’s time
