This is probably too character-changing...but what if there were an
additional restricted-time entry class for Sweepstakes, a separate category
for operators who start at 1500Z Sunday, and go through contest-end?

This idea could be separate from the idea of letting folks enter with two
call signs, or it could be merged by creating a complementary class for
participants ending at 1459Z Sunday, and using one call before and one call
after that time.

Alternatively, if there is a perceived need to do something to stimulate a
little more activity late in the contest, but minimal expectation of
actually getting a rule change... perhaps someone might consider sponsoring
a parallel contest.  Same logfile, same exchange, but the parallel contest
would only score the contacts made in the final 12 hours of Sweepstakes.
If you can generate enough interest, a shift of operating strategies will
yield more activity on Sunday afternoon.
