Isn't year licensed part of the SS exchange?
You'd have to impose a rule restricting recent years licensed to legitimate
rookies, and we do have pesky issue of having just passed the centennial of
amateur radio licensing in the US....but aside from that, it would be a
simple change that wouldn't dramatically change the character of
Sweepstakes, aside from perhaps putting a few more, less experienced folks
into the fray.
