If the interpretation by Tree is true, Japan is also violating the
rule for a number of years, this year inclusive, and have never been
notified.

Here is this year's list of 8NxHQ (mult=JARL)

160 CW - 8N1HQ
160 SSB - no QRV
80 CW - 8N4HQ
75 SSB - no QRV (perhaps)
40 CW - 8N4HQ
40 SSB - 8N4HQ
20 CW - 8N8HQ
20 SSB - 8N1HQ
15 CW - 8N1HQ
15 SSB - 8N1HQ
10 CW - 8N1HQ
10 SSB - 8N4HQ

Too late to change this for us I'm afraid.
