Go back and read the qualifying rules again.

The world was divided into regions.  Qualifiers were only competing with
others in their same region in order to qualify.

Yes, there are more teams from Eu and NA, but that is because there are more
contesters in those places.

The WRTC2014 committee added more teams than ever before in an attempt to
get as many competitors from around the world as possible.  It is very hard
to squeeze the approximately 20,000 active contesters in the world down to
only 118 competitors!
