I believe there has been some confusion between the rule and the
enforcement policy.
The rule is clear. The question at issue is about what happens when it is contravened. The contest sponsors do what most of us would consider reasonable: they do not give the offender credit for QSOs made after the permitted 24 hours, but they do not take credit away from the other stations taking part in those QSOs.
