Anyone ever thought of a "ne'er do well" who was operating from his home
station somewhere in the US and using a YO4 call just to raise the
question and/or confuse some operators?

If the transmitter is on our soil then it cannot ID with a "bare" YO4xx call
sign, regardless of where the operator has his BIC.
