OK, let's put this to bed. Regardless of what I believe, I should not
have termed the Donetsk regime to be "illegal" on a ham forum - as has
been amply pointed out, this isn't the place either to condemn or defend
what Russia has done.
But... let's be very clear. The RBN *is notand will not* "adjudicate"
anything. We rely entirely on CW Skimmer, Skimmer Server, and RTTY
Skimmer Server to make decisions on what to spot.
I have just discussed this with Alex, and now understand his approach.
The Skimmer programs do indeed contain code that excludes any calls that
are not on the ITU allocation table from being spotted. However, a few
exceptions are made, based solely on whether a station is active on the
ham bands - for example, 1A, 1B and Z6 calls are spotted.
We'll just have to wait and see.

Dear fellow international ham friends!
Please Do not mix political games into our nice hobby please.
Ukraine has rejected any support to Lugansk and Donetsk regions (no
support to schools, retired persons, people in need of hospital care).
Ukraine has no control of territories who explained themselves
independent from Kiev.
Russia has now control of Crimea, YES. We might like it or not like it
- but it is fact. But Russia does not rule Donetsk or Lugansk. They
rule themselves...
For new hams in Donetsk and Lugansk, who should issue valid licenses?
Kiev? Don't think so.... Moscow ? No! Then we would not have D1
prefix, but UA....
As said before, leave politics out of our worldwide friendship hobby
without borders.
Our hobby should not be governed from 1600 Pennsylvania Ave NW, right?
Our hobby is international.... No borders!
If RBN exclude D1, then RBN is a political megaphone...

PS Maybe RBN should exclude RM2D also? As he is a non politically
correct Swede who have the courage to operate from Russia???

Recently I received a complaint from Konstantin, whose "call" is
D1WW, saying that the RBN did not recognize his call. It turns
out there is a reason - he is in the part of eastern Ukraine that
has been illegally seized by the Russians, and the D1 prefix is
not recognized by the ITU.
I assume that he will turn up on the bands and maybe in contests
this fall, so I thought it was worth letting people know in
advance. He sent me a copy of his "license" if anyone wants to see it.
