How many times and how often must it be said that all
relevant technology assists one way or another?

When single operators use generally available spotting
information (frequency and call) over public networks
from any source, whether people or RBN, they are Assisted.

Additionally, they are Assisted when they use a local
Skimmer to provide spots.

Otherwise, they are Unassisted.
