Makes Sense Steve
Rules need to be enforceable or at least not able to be tracked around - There
is always a dipstick who thinks they are smart by bypassing rules - But
sometimes rules are just plain dumb!!!!
I notice that CQWW has dropped one of its rules - that originally said power
output 1500W or whatever the local limit is ... the reference to local limit
has been dropped - The assumption is that it was too hard to police.
Contesting especially CW Contesting; is looking very healthy at the present.

If I recall correctly, there was plenty of power cheating because of this
multiplier. Hence, the multiplier was eliminated if favor of different
categories.
