In most of Maryland if your wired connection to the network 
should fail, the phone company will replace it with fiber at their 
expense and the terminal unit they install on the wall of your house 
is ready to deliver cable TV and broadband internet too. They 
will not replace or repair the wired connection.

Not quite. DSL is still an important delivery mechanism where fiber 
lines are not economically viable.
