About 35 years ago N0AX activated what he hoped would become a new DXCC
entity, the Payallup Tribe of Puget Sound (
https://www.puyalluptribe-nsn.gov/).  He had some roaring good pile-ups
going during this effort and went through all the efforts of filing to
become a new entity but in the end the DXCC told him, "No way!"
