[ct-user] converting to .res problem

I tried converting a .bin file to a .res using the b2r9.exe file
and when it converted, the log was altered by one hour.
ie:  contest starting at 1200z now showed 1100z and every QSO was 
moved up by one hour in time.

Using Version 9.31.

Any ideas out there?
