[ct-user] ARRL SS CT946 Serial Number Problems

Additional information on the extra zero being added to the serial
number in the Nov SS contest:

Each time the mulitplier station logs a qso the next serial number for
the run station has a zero added to the legimate serial number or a
weird number like 6300 or 5300 appears.
