I think the point was that setting the computer to UTC did not work 
properly in all cases.

In my case, I had to set the computer clock one hour off CENTRAL time to 
get a correct UTC in CT-DOS.  (BTW...This was done in DOS not by using 
SETTIME command in CT)

I didn't, however, notice the other anomaly described by N6KI.
