Wireless Network (Karlnet on all Backbone radios)

A= Base Radio AP-1000 ISP Base
B=Relay and Backhaul POP1 Satellite
C=AP-1000 Customers ISP Base (Ethernet to B)
D= Remote POP2 7.76 miles ISP Base- AP-1000 - Customers on 1 Radio and
Backhaul on 1 Radio

Problem:
Pingfill test A to B or A to C 5+ Mbps
Pingfill test B to D 5+ Mbps
Pingfill test A to D 1.2 to 1.4 Mbps
Network is routed, not bridged.

Question:
Since this is a routed network, why such a loss from A to D or D to A?
