[na-user] WPX - KG4 scoring error

The FCC is giving KG4xxx calls to new hams who
are NOT in Guantanamo Bay.  I worked one in the
WPX contest and NA insisted on giving me 2 points
for the QSO (instead of 1) until I edited COUNTRY.DAT 
to delete "KG4," from the list of KG4: prefixes and calls.
