[na-user] WIN98 booted to PREVIOUS ver of DOS

I'm pretty sure you can just type "WIN" and it will bring up the GUI.  By 
changing the "BootGUI" setting, you're telling windows to do everything it 
normally does except for bringing up the GUI.
