Barry, I believe Orion always operates QSK on CW. I have best
luck getting it to simulate semi-breakin by setting the following:
CW QSK - 30%
TX EXT T/R Delay - 75-100% (longer for slower CW)
I may be wrong, but I believe the VOX settings apply only to SSB
(possibly VOX Hang applies to CW but I haven't tried that yet).
