I took advantage of the fact that AGC THRESHOLD does not affect signal to noise 
ratio
significantly and specified 15 dB to be on the safe side. "Exact" noise level
is difficult to judge, and if a long-time noise level average is used for 
better accuracy,
then the threshold must be substantially above it to provide enough room for 
noise peaks.
Interpreted this way, the 15 dB rule leaves only a few dBs of margin.

I'd expect sensitivity setting to be much lower on 1.8 MHz than it is on 28 MHz,
but of course it depends on local circumstances.
