EMI, huh? It is RARE for a firm to admit to that particular problem.

Au contraire!  Every mfr of computers IS concerned about radiated and
conducted EMI, as well as susceptibility.  Possibly less concern coming
from Taiwan than from US mfr's...but concern nonetheless.  In fact, 
most of the US board mfr has moved to asia, due to proximity to chip
supplies.  Labor rates aren't much of a factor, although tax rates
surely are.  Board stuffing is mostly automated these days.
