Yes, if you're the designer and manufacturer. There's considerable 
detailed design advice in Henry Ott's new book. But a nasty twist -- 
boards are built and EMC tested with suppression components, but products 
are shipped with those components missing (and, of course, WITH the EMC 
compliance stickers).
