[RFI] Surge suppressor distance from panel

I just ran across something I'd never seen before in the specs for a 
surge suppressor (brand not important).  It said "DO NOT install this 
device if there is not at least 10 meters (30 feet) or more of wire 
between the electrical outlet and electrical service panel."  Why?
