Not "Ham Radio", per-se, communications important to life saving activities,
something they understand. They will have no idea who you are, what you do,
or even care, you'll be "some cb'er bitching about noise in your radio".
Present the facts, "noise, interference, unable to use licensed services as
intended,
potential loss of life and destruction of property- noise coming from you",
they are smart enough realize the risks and take the initiative to fix
themselves.
