Electric power is a major spend item for a company.  You can be assured they 
are not waiting electricity without thought.

For a company, the decision has more to do with factors beyond the cost of 
electric power alone.  For example, maybe a company has determined the 
advertising value of running a sign is more than the cost of the 
electricity.  Or that running the lot lights provides an insurance discount. 
Things like that.

does this apply to corporations also? what about their wasted parking
lot lights after store closing, or shutting off their huge electric
current sucking signs, etc etc.

This works both ways. We must work together, not just the private consumer.
